Can we apply COE Security Policy in SPM ?

Like HRSD , do we have anything like COE security policies which could be used as an alternative to ACLs?

No, the COE (Center of Excellence) Security Policies are a specific feature unique to the ServiceNow Human Resources Service Delivery (HRSD) application and are not available as a platform-wide alternative to Access Control Lists (ACLs).

For applications outside of HRSD, ACLs remain the fundamental and primary method for enforcing data security. While some other modules may have their own layers of security, such as User Criteria for the Service Catalog and Knowledge Base, the COE Security Policy framework is a specialized tool built exclusively for the data segregation needs of HR.

COE Security Policy are specific to HRSD module.

For your case you can use combination of ACL + Query Business rule.
