Hi Burra,
You can reopen and set it as your current update set and then capture the form changes. The previous changes also will not be affected but it is not recommended.
As a best practice please:
-never reopen any update sets .Please refer the link below.
http://wiki.servicenow.com/index.php?title=Update_Sets_Best_Practices#Update_Set_Validation
If you need to add some new updates to an existing one then create a new update set. Go to sys_update_xml table containing all of the changes done in the previous update set by searching with update set is 'previous update set name' and move all of the changes to new update set by setting the update set field with new update set name. All the changes will be captured and now you can make the new changes and move the update set.

Hi,
Yes, once you set the update set to "In progress", you can set it as your current update set and then capture the form changes.
Thanks,
Indumathi

Hi Burra,
update set which is in complete state make it as in progress is not a best practice. If you change it also not effect any thing. only thing is its not good practice.
If you have some more modifications better rename with same put it as 2.
