Can you create a template that includes resource plans? Or copy resource plans from one project to another?

We are creating a template for some of our projects and would like to include resource plans in the template or be able to copy them over from a previous plan?  Is there a way to do that? Or do we create the template for the tasks and have to enter the plans every time?
