Creating Rate Models-Cant see new button

Per the ServiceNow documentation, to create rate models, rate model attributes, and rate lines, users need the pps_admin role.
I have granted the pps_admin role as well as the rate_model_admin role to the users. They are able to create the rate model itself, but cannot see the new button to create the attributes or rate lines.
I checked the permission analyzer and they have create, write, and read permissions to each of the tables. There is also not a list control on these tables applying a unique role for the new button.
What am I missing?

at which table do you expect to see the button ... screenshot of the form or list would be the easiest way?!

Even with the roles, they are unable to see the new buttons in the below screen shots that are described in the above instructions. I can see them with the admin role.

As we are talking about an enbedded related list ... did you check the "List Control" Settings and there espacially the checkbox "Omit new button"?
Note ... the checkbox "Omit new button" has to be UNCHECKED!

Hi @SheltonT,
Even if the users have pps_admin and rate_model_admin and the ACL analyzer shows create/write/read allowed, the “New” button may still be hidden because of:
1. UI Action conditions.
2. Workspace page configuration.
3. Additional roles required (very common from my previous company experience).
4. Form rendered as read-only.
5. Missing related list.
