We're trying to figure out permissions on VTBs and wondering if you need an ITIL license for task boards. It seems like if the boards are tied to an incident, then you would need one, but freeform boards may not require an ITIL license?

Hi Richard,
If you are using a VTB that is based on a field in a table (i.e., by right-clicking the field header and choosing "Show Visual Task Board"), then moving cards from lane to lane has the effect of changing the value on that field. In that case, the user must have access rights to be able to write to that field.
It wouldn't necessarily require the itil role specifically, but what you are seeing is probably because the itil role already has rights to change most of those fields. You could achieve this for other users just by making sure there are ACLs defined that give them write access to the fields they would be using to launch a VTB.
