Has anyone every used Catalog Item to create a Demand Request?

Has anyone ever created a Demand record via Self Service Catalog Item?    If you have, what are the licensing issues?  I am assuming that every person would need a specific role to create a Demand and a license, like we do for Request Management.

You could use a record producer in the Service Catalog to generate Demands. That is assuming users submitting them are also Demand Managers. 

Ideally, anyone can submit a an Idea record then a Demand Manager can turn it into a Demand.
