How to use 2 attribute in one rate model

I Have created one rate model where i have added 2 attribute s, 1st priority attribute is for group that if user is member of that group "A" then it should not check that 2nd priority attribute and simple assign the cost which is mentioned in 1st attribute. 

But if user is not part of that group "A" then it should check the 2nd attributes which is created for location bases like if users is part of any different 34 locations then on the bases of that location cost should be assigned , basically we have already created 34 different rate lines on the bases of location which is working fine also its just we do not know how to create the attribute on the bases of that one group and then how to create the rate line for that one condition only where it will check if user us part of then that one particular cost should be assigned.

 

My group attribute is also not working.

Below is the rate line where i have created it for testing purpose so instead of 34 currently you can see only one rate line for location bases and another for group bases, but both are not working as i have added both attribute this time.
