Idea to Epic conversion - SPM

I want  to create a business rule that triggers when the Idea record state changes resulting the creation of new Epic (or idea is convertes into Epic) after that the story should be created automatically.

But I am nor able to find any UI action that says 'Create Epic' or ' Convert to Epic'.

How can I proceed with the requurement?

How did you search? If you check the UI actions on Idea, you will see the 'Create Task' button that allows you to select any task type to create, including the Epic. If this works in any other way on your instance, it is probably customized.
