Is APM part of SPM (Strategic portfolio management)?
My understanding both are different products, but the description in this official video here says "Provides an overview of the Strategic Portfolio Management (SPM) Application Portfolio Management (APM) application."

It was misleading.
Or
was APM part of SPM before?

APM WAS part of SPM licensing in the past.
APM was recently renamed to Enterprise Architecture.
I'm not able to find good info on whether or not they're in the same license or not, today.
But this question is VERY MUCH best asked to their sales-rep, based on when they purchased.

Strategic Portfolio Management is a business unit of ServiceNow.
The three applications (components) provided by this BU are:
1) Strategic portfolio management
2) Enterprise architecture
3) Collaborative work management
Key Points to consider:
1) For high level understanding about each of these applications, refer the attached data sheets.
2) Implementation: All three applications have their plugins which you can get from the product documentation
A) Strategic portfolio management plugin: You can start with PPM Standard (com.snc.financial_planning_pmo) plugin.
However, refer documentation for plugin list.
B) Enterprise architecture plugin: You can start with Enterprise Architecture plugin (com.snc.apm).
Refer documentation for plugin list.
C) Collaborative work management (CWM) plugin: com.snc.cwm.
The first general available release of CWM was with May 2024 store release.
NOTE: CWM is available with SPM and it is also available as Standalone application. This gives flexibility to our customers - the ones who are interested only in collaborative work management & not in the strategic planning capabilities can opt for CWM as standalone application.
3) License Implications: Strategic portfolio management, Enterprise architecture, and Collaborative work management require their own licenses ( when using as three applications otherwise as mentioned above CWM is available with SPM as well.)

What adds to my confusion on this is when you try to install APM from the app manager it says this:
When you search for SPM, it doesn't give you a specific product to install like APM (though it does give you APM as a result to install), but APM's description says Strategic Portfolio Management.

When you search for PPM Standard (the plugin), it shows Strategic Portfolio Management in the app manager.
Similarly, few other plugins (search for PPM) has a mention of Strategic Portfolio Management in the app manager.
