Is it necessary to do "Hard Allocation" in resource plan ?

Currently we can see that Soft Allocation is in fact "allocating" the user. That is to say that it's not possible to do "overbooking" as soon as Allocation "Soft".
So the question is... Is it necessary to do "Hard Allocation" in resource plan ? Pro/Cons

Soft allocations are not committed to the project, just temporarily assigned.
Hard allocations they are committed to the project.
More Explanation:
When a resource plan moves to the Confirmed state, resource allocations corresponding to requested allocations are created automatically. The Booking type for these allocations is Soft. Soft allocations are like temporary allocations for the requested users and do not create any calendar events.
When the plan is moved to the Allocated state, the Booking type changes from Soft to Hard. For a hard booking, the resource is assigned to the plan and is not available for other plans during the allocated times. The booked time also appears on the user calendar. If the requested resource cannot be allocated for the entire allocation duration, the allocation record booking type remains as soft

What does it mean "committed to the project" ? Is it a field on the project form adding "hours" or "cost" ?
What is the behaviour when a resourceplan is made on another task, for example "Enhancement" or "Story" ?

ServiceNow is moving to Resource Assignments , I am not seeing this soft and hard allocations in Resource Assignments , its all defaulting to "Hard" Allocations
Do we know why ?
