Make field mandatory when state changes

Hi community, I want to make this field 'Solution description' as mandatory when in State: Pre-Project Activities. Where do I need to insert code? business rules or client script are the best practices to achieve this ? Please help with the code. Thanks.

Please use UI policy with correct condition and you won't require any scripting
