Merging Update Sets from Scoped Application

Hello All,
I recently wrote some update sets (quite a few actually,, ;-)) on a couple of Scoped Applications viz. Policy & Compliance and GRC Profiles. Now, when I try to merge all these update sets, I get an error stating, you cannot merge update sets for applications you cannot edit.
I checked further in the application records, and I don't have access to update applications, despite being an admin. And there are out of box ACLs preventing any update to these applications. However, there must be some way of merging the update sets for scoped applications.
Please let me know how I should proceed.

Hi Mandar,
But the whole point of scoped applications is to keep the apps separate, isn't it?
Can I ask you a question, why do you want to merge those update sets?

Hi Srinivas,
Actually, I want to merge updates sets withing application scope itself. Like I want to merge 14 update sets within GRC Profiles application and then merge 14 odd update sets within Policy & Compliance application.
For some reason, I cannot merge these update sets as well. (I updated my own application selection while trying to merge these update sets).
