Not all Demands appear in my portfio plan

Hello,

 

When creating a portfolio plan using the Project Portfolio Lens, I am missing 4 demands that I expect to see. 
Some notes: 
1. I created a filter in the dmd_demand table that matches the filters in the Portfolio plan and 41 demands appear, but in the Plan I only see 37 demands in the Priorization List.

2. The 4 missing demands DO appear in the "Planning Items" list within Strategic Planning, so they are replicating from the execution table to the planning table.  When I add all columns in the Planning Items list view, the only difference I saw was that Planning State for one of the demands was NEW vs PRIORITZED, but I changed the value and it appeared and it still did not appear and I have other demands that are NEW that do appear in the plan.

3. The plan has a start date of 1/1/22 and end data of 12/31/24 so date should not be an issue

4. If I create a free form plan using the same filters, the missing demand from above DOES appear in that plan.

 

I have seen similar issues were demands are in the planning table, but don't appear in plans but definitely seem to fit the planning criteria.  I'm unsure where to head here, is there perhaps somethign that I should be aware of that is needs to be in place for demands to appear.

Converted Demands will not be shown in Portfolio Plan, please check if those 4 demands are Converted
