Not all projects are seen in Investment Portal

Was wondering what are some reasons when I create a portal on Portfolio that the projects do not match the amount when I filter on the pm_project list view for the same portfolio and Active = True

What is the common difference? Are you missing projects in a certain state? Are the missing projects not yet filled with data needed to show on the investment portal?
