Portfolio Target vs Portfolio Budget

We are on Helsinki, May we know the difference between portfolio target and portfolio budget.

What we understand so far is that portfolio budget is high level estimate of budget for a financial year.

So what is the use of portfolio budget? and what is meant by promoted budget plan?

Portfolio target - High level estimate of possible budget that can be approved for this Portfolio based on past years budgets or a number to start the portfolio planning

Portfolio budget - Budget approved by the Finance
