We have a couple of instances where we have a manager of a primary resource group but also have a second level manager of a subset of the primary resource group members. What is the recommendation and/or experience with this situation -- completely separating the resource groups and having the second level manager add/managing all operational and resource assignments although this will result in potentially duplicate efforts.
