Primary and Secondary Resource Group Membership Question

We have a couple of instances where we have a manager of a primary resource group but also have a second level manager of a subset  of the primary resource group members.  What is the recommendation and/or experience with this situation -- completely separating the resource groups and having the second level manager add/managing all operational and resource assignments although this will result in potentially duplicate efforts.  TIA

I'd be interested to hear how this works out process-wise - with two managers, who exactly owns what that resource is assigned to?  Or is it truly collaborative - two people always having to work together to stay on the same page?  The answers to that would drive my recommendation.
