Project Workspace 'New' Button

I would like to change the operation of the out of box 'New' button on the Project Workspace to open a Record Producer form, instead of the Project new view.  I have located, copied and inactivated the 'New' declarative action on the pm_project table, and added the pm_project table as an exclusion on the Global 'New' action that took its place, so now I have only my 'Create' button - but it doesn't do anything.  The UX Add-on Event Mappings record didn't carry over from the original, but I'm not sure if that is needed.  Is there an existing Specify client action that will open a specific Record Producer, or do I need to create a new one, or is this not even the right approach?

That looked hopeful - just had to create the client action from what I had already done.  Alas, like those that posted the 3 comments, it's not working for me.
