"Report visible only to a specific user or group' show for a report ?

Hi,
I have created a report that runs on a table that is part of custom app, have also removed the ACL role of view and create so that everyone can view and create the issues. But I am getting below error on the report in dashboard.
"Report visible only to a specific user or group"

This did not work for me at all. Not only did I share the report with the user I designed the dashboard for (Can Edit!) but I made them the owner of it! This is the crap that makes me really hate ServiceNow. Makes no sense at all that after I give someone absolute rights to a simple dashboard that they can't even see it. Ridiculous!!! What the h**l, ServiceNow?!

Hey Fuse,
100% Agree. Having this issue now after Vancouver upgrade. The role was given as a test and the report is shared. Everything it's saying to do, I've done. Users still cannot see. Did you ever get this figured out?

I did not. Not yet. Moved to another project but I'm going to figure it out cause it's driving me crazy. I will post anything I find back here. This is the only place i've asked about it.
