Re-distribute allocations on resource assignment automatically when there are actuals present

I have the following requirements from the business which seem hard to achieve with the way ServiceNow locks down any updates to an existing resource assignment when actual hours are present:

1. Adjust those resource allocations within the planned start and end dates as project dates shift
• Regardless of whether actuals have been logged
• Regardless of whether the timeline expands or contracts
• Without needing to manually open and update a large number of individual resource assignments
2. Have the allocation spread automatically recalculate based on updated dates
• Regardless if the timeline is contracting or expanding
• Without needing to request additional total time from a resource
• Example: if a resource has 100 hours assigned and the project timeline shifts, those 100 hours should be redistributed across the updated dates

Does anyone have an idea how to achieve this?

sorry to say I have checked all of those and they wont work. I need to create a new ui action with new functionality.
