Reporting on missing time sheets

Missing time sheets is a derived value and is not easily reportable.  Only the time sheet dashboard, OOB widget, allows for this.  It can be clunky and is not real time.  Can a reportable time card/sheet "State" value be created that labels all time reporters as missing as a default until a manual action has occurred?

 

Also, no OOB security value is applied that allows for enterprise employees to be segregated as time reporters.  Time reporters and Resource managers both need these two roles to perform time card/sheet activities:  pps_resource & timecard_user.  Any delegate performing RM activities would also need the same roles.  So what if your organization does not require the RM or RM delegate to submit time?  If you intend to conduct targeted communication concerning training and updates related to time reporters, it is difficult to derive who your body of time reporters are from all that have both roles.  Since time reporting is a core function of the PPM module, why isn't there a distinct delineation of who the time reporter is?

How do I suggest these enhancement for the next ServiceNow upgrade?
