Resource Availability while allocating showing 0(zero)

Hi Team,

 I am trying to allocate resource from allocation workbench for a role type resource plan. But for all resource's the availability is showing Zero. Those resource's are not allocated to any resource plan. All are new user's.

How to verify why it's showing availability is zero.  Could you help me to understand the process.

Did you setup capacity for these resources?

No, For few resource I haven't setup any capacity but for them I am able to see the availabity, For few of the resources it's showing zero.
