Hello,
I want to make resource plans based on the capacity of a department, so without going into details with employees. So I want to see the capacity of a whole department. Is it possible to make resource plans based on a department or role, so that not all our employees need to be user? For now I could only make resource plans based on groups. Groups consist of members and the members must be users. I haven't been able to make a resource plan without having members in a group yet.
Can anyone help me with that?

Nope, in order for you to see it in the allocation workbench, you must use groups and the groups needs to contain the members.

Hi,
Capacity is based on sum of all members of a group. You must have the resources in Servicenow to manage said resources.

You'll need to use the group field/table instead of department. What I've done before is create a group for each department, add all the users of that department to the group, and create a schedule job/script to keep the two in sync.

Thank you for your response. What I actually mean is that I want to create a resource plan based on only groups. I don't want the groups to consist of members. Otherwise I must have a lot of user licenses. For example: Our service desk department has a capacity of 10 FTE, can I allocate a project (let's say 5 FTE) to that group, if the group doesn't have members? Is it possible to see in the allocation workbench that this group still has a capacity of 5 FTE after the project is allocated? One can only allocate groups if the groups consist of members, as far as I know. Do you know if it is possible to make resource plans without having all those users?
