Restricting resource assignment by group / department in ServiceNow PPM

Hi everyone,
I have a question related to Resource Management / PPM. We have a requirement where resource managers should only be able to assign resources belonging to their own technical area (for example: department, group...).
In other words:
Each resource belongs to a specific technical area
Each resource manager is responsible for one technical area
Resource managers should not see or assign resources outside their scope when creating resource plans or allocations
I’m trying to understand:
Is this kind of restriction supported out of the box in ServiceNow?
What is the recommended approach to implement it?
If anyone has implemented a similar setup, I’d really appreciate guidance on the best-practice approach and which data model (department, group, skills, pools, etc.) works best for this use case.
