Time constraint was set to ''Start no earlier than'' defaultly for fewer projects

Hi Folks,

Time constraint was set to ''Start no earlier than'' defiantly for fewer projects which was created from demand due to this i am not able to start the project. i am aware we need to change the time constraint value to START ASAP.

 

But i would like to know on what basis Time constrain values set.

We do have the similar issue would be helpful if some one know OOB how this works
