time sheet exception table records get created how?

I see records created in time_sheet_exception table but don't understand what it means if there is a record for a user in this table?
I see a scheduled job "Time Sheet Exceptions" but it is inactive.
How these records in time_sheet_exception table are created and what is the meaning or purpose of it?
Please read full description and answer only if you know the details or can point me with an accurate article as I didn't find any.

Hi,
Time Sheet Exception records gets created for user when any of the related Time Sheet record state changes. Please refer "Update time sheet exception" BR on Time Sheet table.
The primary purpose of Time Sheet Exception is reporting whether the user has any timesheets to be submitted. It is being used for User Manager Dashboard, User Manager Dashboard (servicenow.com).
