Unique id is empty in user table, company table

Unique id is empty in user, company table eventhough there is a business rule for that like unique id will copy the sys id

but for some records alone unique id is empty and then mandatory fields also empty. can you please help me what will be the root cause?

I have attached the snippet for example in sys_user table the unique id field is empty eventhough it has business rule to automatically populate the sys id.

Okay, so the screenshot shows some records that has an empty field.

Can you share the logic (code or otherwise) that should fill those values?

Also, what debugging have you done to investigate the issue?
