Change a Demand from No Conversion into a Project under type

We are still using ITBM product on the Tokyo version. I have a demand that has a type of No Conversion and it is in a screening state. We would like to move this to a Project type. However when selecting the dropdown to change the type, Project is no longer an option.
Is there away to change this to a project from the no conversion state? I thought about moving it back to Draft state, however that will reset all the resource plans back to planning and I am not sure what other affects it might cause and I have no idea if it will work.
I tried to recreate the scenario in our test environment but I am not getting the same results.
Suggestions or experience around this issue?

@Tammy5 Not sure why you are not seeing any option to create a Project. This is definitely not an OOTB behavior. Are you able to see other options like EPIC, Story, etc?
If you are OK to reset the demand to draft given all scenarios mentioned by you, give it a try and you may be lucky to see the option again.
