Use of T-Shirt size estimates of resource demand/complexity for a work item

As Demand is first conceived, estimating resource needs by group cannot accurately be done in FTE or Hours (since Discovery has not yet been done).  Has anyone considered creating an attribute for a T-Shirt size proxy estimate, based on relative complexity and unknowns involved with a particular demand idea?   

 

Instead of estimating by hours, a team might assess T-shirt size complexity based on familiarity with a technology and whether the team has experience or expertise with that technology.  T-Shirt size might also consider the breadth of change being considered since a project that will involve or impact many teams inevitably requires more effort to navigate and orchestrate.  These are anecdotal assessments that a team could use to assess effort "complexity" T-shirt sizes.   A team could develop a WIP limit of complexity and use that to inform when and what type of new demand they would consider taking on at a point in time (in light of existing commitments).

 

I'm not aware that ServiceNow offers this kind of attribute in its PRJ Task data model for this type of estimation so I wonder if anyone has considered taking this approach through a creative workaround?
