In the instance that we use, I am trying to switch my progress from the state In Progress to On Hold. The error I am receving is this: "Updating project state from Work In Progress to Pending or Open is not allowed. Update all tasks state to Open to set project state to Open. "
Is there a different way to get around this issue besides having to set all the task to open which resets all to 0 percent.

Please navigate to project task related list on your project and make sure that all project tasks are in open state before changing project state to Pending.

So you are saying that if I have a project with 5 tasks and 2 of those tasks are complete but the others are in progress or on hold for whatever reason I cannot switch the project state to pending?

I don't really understand why a project, with partial task already closed (so with an existing progression), cannot be changed to Pending without replacing all the earlier closed task to pending. It 's not a normal way to place a partial executed project to a pending (on-Hold) state. What about the global realization %? If I change all the closed task to pending, my project is back to 0% of realization. That's not a proper way to manage it...
Pending should inform that the project is waiting about something and nothing is work in progress. But the already closed tasks should remain closed!
