Hi Team,
A user has 'itil' role and report is shared to him still he can not see report created on incident table. - still showing error
'report only visible to specific user or group'
What can be the possible issue here.

Please take a look more at the report sharing - the message suggest that it's not shared with the user.

I have found that sharing the report with the user generally would be the solution.
Check if the user has access to the required reporting roles.
