I was able to temporarily save catalog items I created using the draft feature.

Is it possible to submit a catalog item using someone else's record saved as a draft?

Normally, only your own draft items are displayed.

Submitting a catalog item from someone else's saved draft is not natively supported by Servicenow, as drafts are generally user-specific to the person who saved them.

Nope and you should not do that even if you achieve with some workaround

Why would you allow someone to submit item which some other person saved in draft?

not a valid business requirement and will lead to data issues or security concern.

What should be the reason for this? OOTB it is not possible and I would neither recommend it.
