Can you move the slider bar upwards?

It's inconvenient that the slider bar for moving items horizontally appears at the bottom when displaying a list in the portal.

Is it possible to move the slider bar to the top of the list?

It's just a hassle to scroll the screen every time to operate the slider bar...

It is as per product design.

Log an idea in the Idea Portal with the specific requirement to change the functionality. The product team will review the request and decide whether to introduce the change in future versions based on customer demand.
