Dashboard Widgets- No Data to Display

Is there a way to change the "No Data to Display" message on dashboard widgets?

For example, can I change the text to something else or can I insert a blank pie chart or other graphic? The message is displaying correctly - there is in fact no data that fits the parameter's of that particular report, but the message ruins the aesthetics of the dashboard.

Well, if you have a report which for example displays how many incidents were created on that day, and in fact no incident was created, it is fine to display no data.

If you are not happy with the wording, you can try to change the report type (e.g. from list to score, etc.). If then there will be "Created incidents today: 0", perhaps it looks better than "No data to display"...

I do not know what is that report that you talk about, can you provide more details?
