How to control the application menu

I want to hide unnecessary application menus from users.
I understand the mechanism of controlling visibility by assigning roles to application menus.
However, adjusting the application menus after every upgrade doesn't seem like a good idea.
Also, since some application menus have protection policies applied, I don't think it's possible to block them entirely.
Does anyone know a good way to handle this?
I considered using ACLs to deny access to everything except specific tables,
but the scope of the impact would be too wide, so I'd prefer to avoid that approach.

application menus can be shown based on role.
You cannot directly restrict.
you can use query business rule on application menu table and handle it
