I want to color the section tabs of records

I tried referring to some articles, but the color of the section tab did not change. . .

For example, what kind of client script would it be if each incident tab had a different color?

From your image it looks like you are using Next Experience (polaris). That is why the examples you found do not work. Although this type of thing can be done, you risk them breaking everything ServiceNow change their interface so I would avoid this unless business critical. 

I agree it is nice to have the option though, so consider raising an idea on the Idea Portal.
