I am currently working on enhancing the user interface experience for our ServiceNow instance and wanted to discuss the possibility of configuring certain instance preferences.

Specifically, I am looking to set the preferences to display date and time formats in a user-friendly manner and to enable help tips on forms for better guidance. Could you please advise on the process or direct me to the appropriate documentation or personnel for setting these preferences?
