Interpreting scoring of answers on knowledge checks in on demand courses

Update:  After submitting this question, I was unable to reproduce the problem.  I should been more thorough in verifying that the problem before posting to this forum.  At this point, I have evidence indicating only that marking of answers is 100% consistent and valid.   I am sorry for my posting an invalid question, and will be more careful going forward.

The purpose of this question is to document the meaning of how knowledge check answers are marked when the answers are submitted.  

 

Here is a question in the knowledge checks for GRC: Integrated Risk Management (IRM) Fundamentals On Demand (Washington):

Here are the correct answers and how they are marked when submitted:

Same question, this time the answer submitted is to check all the available choices.  Why are two incorrect answers ("Frequency" and "Function" marked differently when scored after submission?
