I want to add a feature to the Incident Record Producer that lets users create incidents on behalf of others. Specifically, the "Reported By" field on the UI will default to the user who submits the incident, while the "Requested For" field will be mapped to the 'Affected User' field on the UI.
My question is: Will this have any impact on licensing?

No, it has no license impact unless you assign a license to the user and they log into the system.

You don't need Reported by as another field, Opened by field (OOTB) will by default consider the user name who submitted the Incident. You can use caller as Requested for. To create an Incident using record producer and view status of their incidents, users do not require roles and doesn't consume license.
