Make a notification off when a variable value is changed on on a Task

I have a variable on a Task, that the customers will be changing the value after that task is created and they want it to send out a notification every time this value is changed. I can get it to send the notification, but it is sending when anything is changed on that form,  and not that one particular variable.   I have tried setting a notification and went through and selected show related fields, variables, form and then variable but there is no change. 

I also tried setting up at Business rule on the Task and no success on that.  Any assistance would be appreciated.

Try to use the Record inserted or updated.

Condition > Show Related Fields > Variables > Select the catalog item > Select the variables

I did that but there then it asks for a state and it sends a notification any time any variable is changed on the Task not just the variable in question.  See attachment labeled Notification_governance_jpg
