Regarding the "Email notifying publish failure" notification

I am investigating the recipients and the timing for the "Email notifying publish failure" notification.

This notification is protected by a protection policy and cannot be edited.
A customer has asked me to investigate the necessity of this notification and its impact on end users.

Based on the content, the message appears to be addressed to the user who is publishing a catalog item.
However, I have been unable to find the official documentation or the specific process that triggers the "sc_publish_failed" event associated with this notification.

Does anyone know the process that triggers this notification?
I would also appreciate knowing who the recipients are.
The notification is configured so that "Event Parameter 1" serves as the recipient.

If any component is protected by a protection policy and cannot be edited , in that if any Concern that OOB feature is not working as expected or throwing error ,in that case- 

raise a case (Hi-Ticket)  with your ServiceNow Vendor  for the assistance.

I couldn't find from where that event is getting triggered, I used code search

seems it comes from platform level
