Tag functionality is not visible

This is regarding tag functionality, when a user tags a label, it is not shown to other team members. How can I make it visible for others so that will help them to organize and categories various task.

I checked for any chances if I provide tags_admin role to user by adding in dev instance and make it visible for other users from the team but never found any option to make it visible from there.

Is that might have restricted using any business rule, Ui policies or ACL. I'm quite new to this technology. Can some one please advise?

Please make sure that the tag is made viewable by "Everyone",

Navigate to:

https://your-instance.service-now.com/now/nav/ui/classic/params/target/label_list.do

Locate the desired Tag (by name, author, date of creation, anything, ...) and open it:

And adjust the visibility there - to users, groups, everyone...
