UsageAnalytics Count - Some records not being created

Does anyone know what functionality (Scheduled Job or other) creates the records on the usageanalytics_count table?

I have an issue where an environment was upgraded to Tokyo and since then, then the UsageAnalytics Count record for the sys_user table with DEF1000060 are no longer being created. Previously to the Tokyo upgrade, these user count records were being created daily on this table.

I have reviewed the information in: https://www.servicenow.com/community/now-platform-forum/what-is-the-use-of-usageanalytics-counts-usa... but it, nor the ServiceNow docs website advise which Scheduled Job (or whatever else it is) creates these specific records.

To make it more confusing, other UsageAnalytics Count records for other tables/Definition IDs are being created on the usageanalytics_count table as per usual each day, so it's only the usage records for "sys_user table with DEF1000060" which have stopped being created each day.

Troubleshooting I've done:

I have reviewed the scheduled jobs on the sys_trigger and sysauto tables and cannot see anything related to UA or Usage Analytics that is stuck or not running correctly. It looks like all the scheduled jobs are running ok from what I can see, or am aware of.
