User not able to create template via template_editor_global role using toggle template bar option

I understand template_editor or template_editor_global role is required to create and edit templates. Earlier user didn't had any of these roles so whenever the user clicked toggle template bar he was only getting option to choose templates that are already there

I gave the user template_editor_global role which enabled the "plus sign icon" for user through which we can create new templates via toggle template bar option.

But whenever user hits it it just opens a blank window, will attach screenshot of same.

So is it happening because user doesn't have access to application "system definition" and templates module.

But I was of belief if we don't want to give access to system definition and templates table, user can still create template through toggle template bar option via template_Editor_global role
