User not part of group's member receive the notification

Hi All,
There is notification on of the custom table and notification sent to "XXX" group when condition satisfied.
But problem here is user is not part of the group receiving the notification, however the user is manager of the group. In notification "send to event create" is checked.
I have uncheck the "send to event create" option and remove the group manager name for trouble shooting purpose still it is not working and it is occurring for all instances.
I feel one part need to check "Exclude Delegates", is there any delegation over there ?
How to prevent this issue ? Please assist for alternative.

things to check
1) Any custom logic is adding manager separately
2) "Exclude Manager" field on Group record should skip manager, it should be True
3) "Send to event creator" doesn't impact here
4) Did you check that Manager is delegate of any of the group member and is configured to receive the emails?
5) Did you check "Exclude Delegates" is checked at notification level?
