Does anyone know if the Upgrade Plan feature will include plugin removal (uninstallation) as a part of the build (on the builder/dev instance) like it does for plugin installation/updates?
I've processed all my skipped records and updated all my plugins and I'm ready to build the plan, but I would love to include the removal of deprecated plugins or things that I am no longer using.

Unfortunately No, there is no provision as of now to include the removal of deprecated plugins or things that I am no longer using.
Along with the skipped record resolution, you can also track app and plugin installation. You won’t be allowed to choose the skipped records that are captured by the upgrade plan. Upgrade plan captures all the skipped records regardless of whether they are reviewed or not and modified or not. If the customizations are coming from different instances, then the skipped records are required to be reviewed.

Thanks @Community Alums that answers my question perfectly! I hope ServiceNow adds plugin removal to the features of Upgrade Plans, as that seems much more helpful and intuitive, to me. When we are handling our plugins during an upgrade, this is when we will choose to uninstall instead of update. For now, I'll just note my change implementation steps to remove plugins after the Upgrade Plan executes. Thanks again for the helpful reply!
In fact, I just submitted this as an Idea. If you don't mind doing me a favour, Sandeep - could you please upvote my idea so that we can maybe get it looked at by ServiceNow? I find that ideas which have zero upvotes often get completely overseen.
