When a business rule form is opened in new mode, 'Advanced' check-box is unchecked by default. Query is why I am able to see 'Delete' and 'Query' too on 'When to run' tab even though the 'Advanced' check-box is unchecked ?
Advanced is not checked as you can achieve functionality using the "When to run" and "Actions" tabs. If you need javascript to achieve your goal, then check Advanced a write script logic to achieve your goal.
