Your update version entry cannot be reverted because no base system version was found for upgrade x

I am trying the "revert to base system" for a update that was skipped on application installation. But I am getting the following error:
"Your update version entry cannot be reverted because no base system version was found for upgrade x"
But when I click on "Resolve conflict" I can see the base system with the correct version. Is there a way to get this fixed?

It is expected error, when there is no base version. After resolve conflict it will fix issue.
