is there a chance that Admin role sys id change during an upgrade?

no that is not possible. Sys ID is always unique, thus if you see ANY records with different sys ID then it's not the same record. And also sys ID cannot be changed.
Perhaps there were two admin roles - one created OOTB and one custom. Check the Created by value of that record to get a certain answer.

No mate. Never heard or experienced this case. Are you sure it's ootb admin role not the custom one with same name.

It's not possible. Never heard about this.
Just check if you are mistakenly looking at custom Admin role's sys_id.

Nope , It can never , Admin role sys_id is always fix , Not only of Admin , Any User which exists in your system ,will never have it's sys_id changed !!
