If the recommendation is for Resource Plan to use consistent measurements of time within an organization, does that mean if the resource managers use FTE to manage their resources, the project managers also need to make sure to request resources using FTE?

Yes - it is a best practice/simplifying assumption so the reporting is "clean."

In the Resource Mgt view can you see a holistic view of all work. For example: Looking at Capacity by Buckets: Project//Support/Admin. Then look at all demand by the same buckets.

If a user goes inactive in the system, is there an indication of that resource being no longer available on resource plans they might be allocated to?

Time sheet example: Same Resource (Adela) works on a CapEx & OpEx Activity. How is that handled in a time sheet?

It goes back to Adela and her Labor Rate card.... Is she an FTE and thus her salary is an Operating Expense or is she a Contractor and she thus is part of a 20 person team that was hired from IBM say and that entire IBM Cost is being Capitalized because say it is $500K worth of Development support.... Make sense?

I recognized that the program workbench displays only projects. In the book on p. 365 step 3 it actually says "...review the information about the project or demand". So my question is: Is it possible to display / filter demands and tasks in the program workbench?

So a Program can have both Projects and/or Demands under it. So yes, you get to chose which Projects and which Demands roll up to the Programs. Let a TA know if you need us to show you where to do this in a Program.
