Do I need to pay for certifications after I finish these Technical Project Manager Levels, or are the certifications free? also do I need to finish the entire levels? I just want to kick-start a career in technical project management

Only the trainings are free; the certifications are not, mainly the mainline ones. Micro-certifications are free of cost, but for the mainline certifications, you need to pay.

The Professional Technical Project Manager level is designed for those who have typically 10 or more years of experience as a technical project manager and who possess a strong understanding of the ServiceNow platform, the Project Portfolio Management (PPM) and Agile Development 2.0 applications, hybrid project management, and the Now Create methodology. A project management industry certification is recommended, but not required at this level.
Key certifications for a Technical Project Manager (TPM) in ServiceNow include the specialized Associate Technical Project Manager , practitioner Technical Manager and Professional Technical Project Manager learning paths on Now Learning.
Essential foundational certifications are the Certified System Administrator (CSA) and Certified Implementation Specialist (CIS)-Project Portfolio Management (PPM).
